With Los Angeles approaching the sixth month anniversary of the national disaster, the state of California and the Employment Training Panel (ETP) has allocated $2.5M in ETP funding to support companies and entities affected by the LA Wildfires through the RESPOND program.

In an ongoing effort to strengthen workforce development and support California’s economic resilience, the state has announced an additional $2.5 million in funding through its Employment Training Panel (ETP) program. The funding is part of California’s broader initiative to upskill workers, address industry-specific skill gaps, and assist employers in staying competitive in an evolving economic landscape. What is the ETP Funding Program?
The ETP was created in 1982 by the California State Legislature and is funded by California employers through a special payroll tax. ETP has a tripartite governing structure, with appointed Panel members representing business, unions, and state government. The ETP is a funding agency, not a training agency.
Businesses determine their own training needs and how to provide training. ETP staff is available to assist in applying for funds and other aspects of participation, sound familiar?
As of 6/30/2025 the ETP has approved 237 contracts, dispersed over $72,866,041 in approved funding, and impacted 57,454 number of trainees.
The Employment Training Panel (ETP) is a performance-based reimbursement program that provides funding to employers for customized training. Established in 1982, the ETP is a critical component of California’s workforce development infrastructure, aimed at supporting employers who are making efforts to upgrade the skills of their workforce.
The newly announced $2.5 million is an addition to the ETP’s annual budget and is being targeted to industries facing labor shortages, rapid technological changes, and high demand for skilled workers. Sectors such as healthcare, manufacturing, clean energy, and information technology are expected to benefit most from this funding round.
Who Can Apply for ETP Funding?
ETP funds are available to a wide range of California employers, particularly those who:
- Are subject to the state’s Unemployment Insurance (UI) tax.
- Intend to train current employees or new hires in job-related skills.
- Operate in priority industries or regions identified by the ETP.
Both private companies and nonprofit organizations are eligible to apply, though preference may be given to those demonstrating clear training needs aligned with California’s economic priorities.
What Can ETP Funding Be Used For?
ETP funds can be used to offset the costs of:
- Job-specific skills training
- Literacy and basic skills training (if combined with job skills)
- Advanced technical training
- Continuous improvement and business skills
- Training related to technology implementation or green job transitions
Training must be delivered by qualified instructors and occur during regular working hours, though exceptions can be made for shift workers or special circumstances.
How to Apply
To apply for the newly released $2.5 million in ETP funding, follow these steps:
- Visit the ETP Website
Go to www.etp.ca.gov for detailed eligibility information, application forms, and submission deadlines. - Register for a Pre-Application Orientation for ETP Funding
ETP strongly recommends attending an online orientation session, which covers application requirements, documentation, and funding conditions. - Submit a Pre-Application (Pre-App) for ETP Funding
This initial step allows ETP staff to determine basic eligibility and offer technical assistance. - Prepare a Full Application for ETP Funding
If your Pre-App is approved, you’ll be invited to submit a full application, including training plans, budget, and timelines. - Receive Approval & Begin Training
Once your application is approved by the ETP Panel, you’ll receive a contract and can begin reimbursable training.
